In a microwave-safe bowl, combine white chocolate chips, heavy cream, and peppermint extract. Microwave at 50% power in 30-second intervals, stirring after each, until melted and combined. Chill in the refrigerator for 1 hour.

Preheat the oven to 350°F (175°C). Line an 8x8-inch pan with parchment paper, allowing it to overhang on all sides.
